The paper is currently being discussed in Berlin. In our IMPULS paper, we show that the Commission&#8217;s proposals are not a major climate policy breakthrough, but rather a political maneuver that means far less relaxation than is suggested \u2013 and instead brings more detailed control, combined with new bureaucratic burdens. Everything as usual. GES, on the other hand, advocates a market-based solution based on the European emissions trading system and on honest data on the CO<sub>2<\/sub>assessment of the various alternatives.
