With its proposal of December 15, 2025, the EU Commission wants to relax the de facto ban on combustion engines. The paper is currently being discussed in Berlin. In our IMPULS paper, we show that the Commission’s proposals are not a major climate policy breakthrough, but rather a political maneuver that means far less relaxation than is suggested – and instead brings more detailed control, combined with new bureaucratic burdens. Everything as usual. GES, on the other hand, advocates a market-based solution based on the European emissions trading system and on honest data on the CO2assessment of the various alternatives. Technological and economic competition is crucial.
