The GES opinion: The statement by the German Advisory Council on the Environment on pending constitutional complaints against the Climate Protection Act of 15 October 2025 is based on an outdated concept of climate control. One of the basic assumptions is the budget model, according to which Germany is only allowed to emit a certain amount of greenhouse gases. This rigid model is neither practicable nor resilient in a global context, and is also legally questionable. In addition, the resulting national solo effort does not serve climate protection, but is in fact counterproductive in many ways. Christof von Branconi gives his assessment.
