The German building sector is supposed to be climate-neutral by 2045. If policymakers continue on the path they have taken so far, this goal is practically unattainable. The building stock is often not only old but also highly heterogeneous; the vast majority of buildings are still heated with fossil fuels. Furthermore, the ownership structure is highly fragmented and investment cycles are long. Nevertheless, GES aims to demonstrate that these challenges can be addressed through a technology-neutral, cost-oriented strategy that is embedded within a European framework in accordance with the “ .” Only in this way will climate neutrality in the building sector be economically sound, socially sustainable, and politically feasible.
